Textile, clothing, leather, and chemical fibers are key areas for the reform and enhancement of the manufacturing industry in Zhejiang.

The Zhejiang Provincial Government recently formulated the "Zhejiang Province Traditional Manufacturing Industry Overall Transformation and Upgrading Action Plan (2017-2020)" (hereinafter referred to as the "Action Plan"), aimed at promoting the transformation and upgrading of traditional manufacturing industries and accelerating the adjustment of the economic structure and development model in Zhejiang Province. The "Action Plan" clearly states that through four years of efforts, it aims to significantly improve the position of traditional manufacturing industries in the international division of labor and value chain, and to basically complete the transformation and upgrading of traditional manufacturing demonstration zones. It plans to accelerate the construction of 10 industrial clusters with a value exceeding 100 billion yuan and cultivate 30 leading enterprises with a value exceeding 10 billion yuan. The output value rate of new products is expected to reach 35%.
