Carbon fiber and its composite materials are important structural materials with high technological content, featuring a series of advantages such as high specific strength, high specific modulus, light weight, high temperature resistance, corrosion resistance, fatigue resistance, and low thermal expansion coefficient. They are widely used in fields such as aerospace, strategic weapons, automotive, transportation, energy, construction, and sports equipment. Due to the specificity of their application fields, foreign countries have implemented a monopoly blockade on high-performance carbon fiber technology and high-end processing equipment, while low-end carbon fiber products are being dumped into our country. Large foreign enterprises, such as those from Japan, occupy over 95% of the global carbon fiber market and use their technological and scale advantages to drive down prices, forcing domestic companies to lower their prices.

The Zhejiang Provincial Government recently formulated the "Zhejiang Province Traditional Manufacturing Industry Overall Transformation and Upgrading Action Plan (2017-2020)" (hereinafter referred to as the "Action Plan"), aimed at promoting the transformation and upgrading of traditional manufacturing industries and accelerating the adjustment of the economic structure and development model in Zhejiang Province. The "Action Plan" clearly states that through four years of efforts, it aims to significantly improve the position of traditional manufacturing industries in the international division of labor and value chain, and to basically complete the transformation and upgrading of traditional manufacturing demonstration zones. It plans to accelerate the construction of 10 industrial clusters with a value exceeding 100 billion yuan and cultivate 30 leading enterprises with a value exceeding 10 billion yuan. The output value rate of new products is expected to reach 35%.

On June 21, the county held a financial enterprise matchmaking event titled "Delivering Books, Assisting Financing" to facilitate on-site cooperation projects in the chemical fiber, textile, and silk industries. Vice Mayor Zhang Weifeng put forward new requirements for the county's next steps in financial enterprise matchmaking actions. Participants included officials from the county government office, finance office, national tax bureau, land bureau, agricultural committee, as well as leaders from the county committee, financial institutions, guarantee companies, and relevant enterprises in the chemical fiber, textile, and silk industries. The meeting heard reports from the county's national tax bureau, land bureau, and agricultural committee regarding the information needs for enterprises in the chemical fiber, textile, and silk industries introduced to the county; some projects were signed.
